Yes, The nomination will be valid. Applicant should create a new profile and share details with OINP. Ielts expiration will not impact at all the nomination but Applicant would need a valid ielts to create new Express Entry profile. Read the last part of this OINP link...

I don't think they disclose such information to anyone, not even to registered consultants. So I believe nobody knows and we can only guess based on the status of the other applicants. There is absolutely no way to speed up the process and we can only wait.
