Yes, The status changed to "Issued" on 14th March i.e. 8 days after "Approved" state. They send the passport on 15th through Purolator, expected delivery is on Monday. Looks like Toronto Embassy have lot of backlog which is delaying the process.- nrr_h1b_dropbox

You will be eligible for dropbox even on work permit, not mandatory to have PR. Once you submit application online on the website, you should get the instructions back within a week. Yes, I saw the same for 13 calendar days. Then it changed to "Application Received" after 13 days and "Approved" the next day. Being patient is the key :)- nrr_h1b_dropbox
