They will need PR card to re-enter Canada if they are travelling out of Canada. CoPR is only for landing first time as PR.

I believe if they dont complete landing before last arrival date then they might have to start the whole process of PR again. Im not sure what will be considered as valid reason to grant exception in this case...

Either get appointment online from Passport seva or go through Local police station. You need to fill forms in both cases for the reason to request PCC.
