I applied my renewal on 14th December and just got it delivered today. BLS status seems to be working, for mine was also stuck at Processing at Consulate for 2-3 weeks then changed to In Transit from Consulate to BLS to dispatched with Purolator in 2 days while portal website status still says...

UPDATE on my situation: This is so odd and weird, StatusMap on Portal still shows no update since January 20th but BLS status change today to "Dispatched via Courier" with Purolator tracking number and saying it'll be delivered tomorrow.
