Actually as per IRCC guidelines study permit is not mandatory req for minor child if they are accompanied by parent who is having valid study permit but MAY be required by the school.

Ok sure 4 weeks is when you apply from Canada or outside of Canada? Because its common knowledge that applications raised from inside Canada are processed faster, whereas from outside Canada application takes longer time.
