If the OCI gets delivered in Canada while the person is in India on a Visa, is it necessary to exit the country and re-enter with the OCI or would it be sufficient to have someone simply send the OCI card over?
For passport surrender it actually never showed up in the seva website. For OCI it appeared in a few days. So I think there is no specific timeline regarding this.
You can apply for OCI from India as long as you are on an eligible Visa and is a resident (continuous stay for over 6 months). You can also email the local FRRO and get clarification in writing, they are usually quick to respond.

According to the govt site you can do so after becoming a resident i.e. being in India for a continuous period of 6 months. However I do not personally know of anyone who got OCI from India.
Once you have the Canadian passport, you can surrender your Indian passport and use the receipt to apply for entry visa. Previously this could be done simultaneously, but you can verify that with bls or someone else here who did so recently.
