Hi, Applied for study permit from inside Canada feb 14. I am unable to track application via tracker. It keeps giving an error message. has anyone experienced this? Applied as a visitor.

Thats correct. His kids are in Sri Lanka. It was just a trip to see family that he has not seen in many years. i will ask him to apply again when he has more funds. Thanks everyone!

He is visiting family howcer because he applied as tourist, they rejected his application. Would a webform work now or apply for reconsideration and point out the error?

Most likely the visa details will be reflected on tracker tomorrow and you will get your ppr.

Check the tracker. See if your visa details are updated there.

Anyone else dealing with received BVL but no PPR?

Eligibility is completed within few days. But it really depends on the type of file. Have you checked the tracker? Where did you apply from?
