That's the official answer which didn't lead me anywhere after 6 months. Waking up the file through other ways worked for me like a charm (passed the security check within a month of waking up) Again, my personal experiences, yours might be different.

a little of hop for everyone, My PR app in Nov/2021, on Mar/2023 all steps were completed except security check . from that date until May/2024 didn't see any update, then I found someone who can "wake up the file" and within 4 weeks my security check was done! My advice to all, STOP WAITING...

Ordering GCMS notes won't be much of help as the notes will be redacted. Mandamus is the only official way to go, however, I recommend finding someone who can "wake up" your file instead of paying thousands for a legal process that might/might not work.

I don’t think background checks are related to a certain office being slow. From the comments, 3 people under 3 different offices are stuck in security check, namely Hamilton, Mississauga, and Qubec

I recommend everyone stuck more than the normal processing time, and especially if your app is stuck on security check, to apply for writ of mandamus if you can afford it .. expensive yes (around 4K) but worth it, if it doesn't move your application (highly unlikely) it will give you information...

Your work permit have nothing to do with your PR application, I received 2 years when I renewed it last year. Finally, you can check your application status by calling the IRCC
