The response you got isn't the CBSA note. This response says you should submit some documents so they can process the CBSA notes. You are supposed to submit a signed consent form and passport data page. The CBSA note has so many pages. You get to see every detail about your application.

Did IRCC request the remedical done? If yes, it means the application is still open. They are working on it, but it is just taking forever. I believe it has passed the 36 months for processing. There's something people do to query the application. Pls find out.

While you await a re medical, try to order for CBSA note, it really helps to know what is going on. It really helped my application.
