Thank you for the great info. I am in the same situation since Oct 19. Just called IRCC, just same as yours, my payment was not linked. The agent said she sent a note to VO, but she didn't give me a payment confirmation email.

My AOR / Biometric fee request date was October 16. Same Boat.

Just sent an explanation letter about the biometrics fee and requested a BIL. Hopefully I will receive the BIL this week.

I paid my biometrics fee on October 19, still waiting for BIL...

Just called IRCC and received some updates. ME: Completed, Criminality: In Progress, Info Sharing: In Progress, Eligibility: Not Started

I got the biometrics fee request the same day as AOR. However I haven’t got the BIL - hopefully soon!
