I am not the original person you asked the question to, but when I sent an email with a similar message I sent to Etobicoke-CIC-APR@cic.gc.ca. Found this email from a tweet from @CitImmCanada from Sep 17, 2018, so no idea if this is still a valid email address that they use it.

Call IRCC at 1 (888) 242-2100. When asked for the UCI, press 2 and then press 3 3 0 in quick succession. Ask the agent about your PR card status.
