Yes, I have solved it thankfully. So, I was filling the application for my dad. In the education portion I had put in all his degrees (Bachelors, Masters and PhD). I removed the Bachelors and Masters and only left the PhD and the application went through! I hope this helps you.

I have this problem too. Interestingly, I previously crossed this page and was already on the part where I had to submit supporting documents. I signed in again after a few days and it takes me back to this page with this error.
