Depends what you mean by waiting - what's your current status? I would assume a lot of July AORs don't have PPR yet - my AOR was 1 Jul and I only received it a little over a week ago.

If you've had all stages complete since 15 Sep and haven't heard anything further, 99% that means your visa office is RROC. You will get final decision/passport request in December or January if current trends continue.
