I replied portal 1 email on July 27, and didn't receive any auto reply. I replied the same email again on July 31st but still no auto reply. My VO is Montreal too.

I am in same situation and my VO is Sydney NS. I have the same dates also, and called IRCC 3 times to resend the email and they just advised to wait for VO to respond to the request. Unfortunately, only thing we can do is to wait :(

They are using too many **** abstract in the very first line of portal email and that causes the blocking on emails because email providers filter out most of the emails which looks malicious

for some reason Gmail is blocking out the portal emails from IRCC. I have updated the email by calling and they sent me another email which came in seconds. please try to use outlook or yahoo. thanks,
