After playing around for most of the day with the "complete and return to application" button, I was finally able to submit the application. Good luck to all of you trying to do the same!

The glitch still persists today. It appears that IRCC has not resolved it yet.

Yep, I confirm the same issue since last Friday! My application is ready to go but I am facing the same glitch where it keeps reverting back to "in progress". I tried clearing cookies, cache, history but nothing. I also tried creating a new application and completing everything from scratch but...
