Yes, it says "final decision", exactly as in your post. I called them, and they just said I'm still in the processing time (145 days) so I have to wait.

Some people get the approval between 1 and 3 days after that message, but others like me more than that. I got that update on July 20 and still waiting. Hope you get it in the coming days!

I applied on May 11 and still waiting. In my case, I think it is because I applied with a visitor status (my student permit expired before I got the transcripts) some friends who applied the same day as me, got their approval on Jun 16.

I applied with a visitor record (my study permit expired one day after my last day of class), that's why I have to wait until it is approved.
