I had the similar experience, though I finally received GCMS notes through gcmsapply in 14 days last time. Not sure why different time period for different people.

I have they always stick with this max 30 days time frame for notes, from my experience I have received within 25 days two occasions through gcmsapply

You can apply for GCMS notes through a third party, it is very easy to apply. I applied twice for my pending application and received in 25 days through gcmsapply.com there are also other service providers

Software that IRCC uses is called GCMS. IRCC and their officials including Visa officers enter all the details in this software. We can apply for these details in GCMS with respect to our application. We can request it either from CBSA or IRCC, it doesn't matter, all the details will be same...

Both notes are same (IRCC and CBSA), but we cannot predict which one will come faster. I applied for both all the time. In my first application, I received from IRCC faster and in my second, CBSA came faster. If time is a concern for you, then I would recommend to apply for both.
