I think it is worth a try. If I apply from inside Canada and my application is denied, am I allowed to reapply from Europe? I will be there for almost three weeks which makes me think I would be able to receive PRTD (in Europe) before I leave.

Thank you for your help everyone. I will rebook my flights to fly to US and I will enter Canada by land, just to be safe. I'm from an eTA required country; do I need to get it to be able to have a layover in Canada?
