Yes, I applied in 2023. Eligibility review started on march 22 same time i got correspondence. Interesting that on my GCkey, the eligibility review and background check are still in progress. But Final decision was made along with PPR.

Yes it will be an issue. You need to create a webform to inform them of this change. The visa will have a passport number on it. It needs to match. And they won't issue an Visa is your old passport is expired.

It's a letter stating that your biometrics are valid. It's also referred to as Biometric Validation Letter (BVL)
