I have read similar things about extensive travel history too, especially if the applicant has not just travelled to but also lived in multiple countries. I believe that people who received PPR super quickly (within 4-6 weeks) probably had fewer than 10 entries on their travel history list and...

Send the new PCC with the new passport scan along with a letter of explanation in a CSE form mentioning all these details. That way, they will have all this new information and wouldn't find anything odd.

I am not how true this correlation is. I am fluent in French (C1), submitted my application in English, and IRCC took 6 weeks to even send the MEP/BIL notification. If they do process the remaining steps faster though, then perhaps I will believe that they are somehow working on the Francophone...
