if if it is in "ready to finalize", then there is some confusion that case analyst has (maybe related to NOC code or job duties). It will be reviewed by the officer and then finalized.

normally 7 to 10 calendar days. Sometimes 2 weeks. I got mine in 7 calendar days. Anything more than 14 days and you contact ircc via webform.

did you get any mail when they mailed out the card?

sometimes if they find discrepancy in your earlier info (like when you applied your temporary visa, family info was provided in IMM 5465) and current info (IMM 5406), they ask for this form again. OR maybe you missed some family info while filing PR application.
