Received medical requests for non accompanying non dependent sibling for PGP immigration. Medical done and passed on Sep 20th. Will non dependent get COPR also?

Its not just my brother that received the medical request. I have read on the forums, there are quite a few that received a medical request. I dont understand how can IRCC makes this mistake. The application goes through many steps before the medical is requested for.

I am in the same situation. My brother received a medical request, he is 35 years old. Him and my parents all passed medical. I dont know if he will be getting PR or not?
