Yes, it was probably due to that. before the current 3.7 years and after obtaining PR, I was in home country longer than 6 months and I think they wanted to see the PCC for the duration. The application wording could have been better.

No, I haven't provided them in the application. Dont recollect the application asking for it. May be I should have uploaded optional documents at the end. but I didnot want to give more documents for them process and create more work. so just uploaded what was requested and nothing more.

I went to the nearest agent listed in RCMP website. Police station near me had an appointment system which is booked and delayed. FP received by IRCC and tracker updated in a month.
