Yes same thing happened to me too. My application was refused on 15the sept, with it I received a second BVl dated 15th sept. I had received on 13th sept as well when my eligibility review had started . -

visitor refused ; you don't meet eligibility requirements
please share the link of the facebook group. I am facing the same issue. I got the BVL on 13 sept. Then on 15th Sept got final decision of refusal with a new bvl dated 15th but no refusal letter.
