There are 2 steps: 1. Apply to government of Quebec for CSQ (Certificat de Selection du Quebec) using Arrima portal under the program that you are eligible for. 2. Once CSQ is received, apply for PR under Quebec Skilled Worker program using the online IRCC PR Portal. All the best.
