    I see what you are saying but there are lot positions that require workers to be in the office full-time though with no option to work from home. Only with a T2200 signed by the employer, which they are not going to get because they are not required to work from home.

    They can. It's called being a scab i.e., workers that cross the picket line. They will receive their normal full salary. PSAC claims that members who cross the picket line could face fines and suspension of membership privileges. In reality, this is not enforceable (only in Sasketewchan I believe).
