from what I heard outland sponsorships always go to NS office, I guess if you are inland it goes to ottawa and the proccessing is faster?

I submitted a paper application and it was recieved on March 17 2022. I called and got my temporary file number, and I was told they are waiting on an officer to begin processing.. anyone in my position because its been 4.5 months with nothing. Very stressful

But can you use it if you only have temporary file number?

Congrats! whats been taking them so long!!! It depends, some get lucky and it takes a couple days others wait 2 weeks. I havent seen anyone say it took longer than 2 weeks
