I suggest you should call IRCC and get in touch with an IRCC agent. Ask about the current status of your previously cancelled application. You can ask them about fees being refunded too. If it is re-opened and currently in processing, then you should withdraw your new express entry application.

Have you tried clearing browser cache or opening your account in incognito mode?

Update on my profile. They've asked for Schedule A Background Declaration form IMM5669. Anybody know why they ask for this form and at what stage of processing is this form asked for?
