I have submitted my paper based PNP application this June and it arrived June 21st. I have not heard back from them and is not provided with a case number yet. Should I create another application online for my PR? Will it be faster? I need to know because I am worrying about not hearing back...

I thought PNP non-EE application can only be done in paper? I just mailed out my application today, was I misled? Thank you,
