Pre arrival letter doesn’t mean much for many applicants. Receiving the new request probably means your mom’s application is now in the background check stage including criminality and security screening. Hopeful, this final step is short for your mom and she gets her PR approval soon. Felix

If security screening process passes 3 months, it is likely an enhanced security screening. ATIP requests to the two agencies suggested by hodari would confirm it.

Good question. I have sent one 2 weeks ago and nothing came back yet. I heard the timeline for IRCC is 30 days. For CBSA, it may take a long time as I heard a friend who have been waiting for more than 3 months. Hope it helps.
