This is basically the "Letter of Explanation" where you need to point out that you are requesting for an extension of your PGWP. It doesn't need to be long, mine was very short and only explaining how I am eligible for an extension.

It is helpful to link your application online so you can check your status. For some, it is done automatically, but I did it manually by following instructions on the IRCC portal. It approximately took 3 months before I got my approval letter. See my thread above for my timeline.
