Can you apply for express entry while having a TR to PR application pending? if so, Do you know how? Cause when I try to create my Express Entry profile in my IRCC account, it doesn’t let me cause it says I already have an application in progress

Is there anyone else having trouble when signing in the IRCC account? As soon as I try to log in, it redirects the website and shows a message saying “You are not signed in” Error 403. Any ideas on what I can do. Thanks
