I just replied with those questions with answers. I think P2 comes with information to create portal. I logged in on PR portal and it only shows my application from 2022.- 031_guy

They are processing 2022 applications and hopefully they might reach yours. Otherwise google contact information online. Also, you need an appointment before appearing at any consulate/embassy in general .- 031_guy

Last time I called, they said my file should be complete by May 2024. I applied on June 24 2022. I got PAL in October 2023 and no eligibility letter .- 031_guy
