How did you give the expiry date?

I have applied on May 6 IG stream around 9:15 pm EST. I tried to link my application everyday and I did it at 16 Feb 1:35 AM EST. There was PCC request which was to be submitted on Feb 15. But the letter shows issue date as Feb 15 as well. And my PCC was issued in June 2021, is that still valid...
