It only means the type of your RTD is personal. There is the same thing on regular Canadian passport.

I just got pre-arrival and eligibility pass letter back in October 2023. After that nothing.

Calling IRCC might not be useful for your case. You may need to hire a lawyer and file Mandamus through federal court.

I am Refugee and I have RTD with us visa. Can I travel to a third country not my home country (such as USA, UK) with my relatives (such as my parents, siblings, off course my relatives have Visas)who use home country’s passports and then come back to Canada?

No, the only notice you will get is Canada Post notice when your RTD is ready to pick up.

I have RTD but my PR is still in process and I had my US visa interview yesterday in Toronto. It was pretty smooth and getting approved in one minute.
