Maybe it's because of the fund shown. Was your course fee fully paid for the first year? and also did you show sufficient fund proof including CA evaluation , sponsorship affidavits, FD receipts, insurance if any and even GIC amnt??

Yeah you can do that, only after confirming with your college. If your designated learning Centre is offering, then you can start your classes online and wait for your PPR, take ticket and board your plane. Simple.
