If PCC is passport then yes. Submit everything else and explain in your email to them when you’ll get your PCC or how long it’ll take.

I actually don’t know. I didn’t even know about the transfer until I received ADR asking us to send it to Winnipeg email. My husband and I are inland applicants

I sent it to the email that was in the request letter it’s Cic winnipeg email.

With what I’ve been seeing from other people. They may send both at the same time. Sometimes they’ve sent medical request first then ADR after. They may also not need any additional documents from you. Asking for medicals is a step forward. At least they are looking at your file.
