    Mostly because it's incomplete, i.e. you left gaps in your background declaration, you forgot to mention past refusals or even minor things like forgetting to write your name in your native language.

    @rxhxnxx be careful about your past refusals etc. Sometimes you've missed something and the officer is trying to give you a second chance before using the "misrepresentation" card. Fill that form very carefully. Good luck
