I've had the same response a few times as well. This time, I called to make sure they received an additional document I submitted and the agent just told me about my file as he was looking at it.

Hi all, I am an outland CEC candidate, I was told ( ( on Nov 4th, 2021)) by IRCC call center that my file has completed all steps and I should expect an email request for my passport. Does anyone know how long this should take ? thanks
