I called, explained my situation and they said to print the PR portal request email and send it with passports and photos via courier to them

They told us to send our actual passports and two photos each. So confusing!!

They gave me the email for their specific courier and exact instructions about what to do, maybe try calling again as you may get a more competent person on the phone

Just an update... Had a meeting with my immigration consultant to talk about the plan above. She didn't recommend going to Canada as there is no guarantee that will change anything. She was pretty bleak about the whole situation, she doesn't think much will happen this year as they can fill...
