Yes, there has been a printing issue with some of the PR Cards. Even agents at IRCC don't really know why. In my experience, you will probably receive your card sometime in February. Calling and/or sending a web form might help.

I believe you can since eCOPR officially proves that you have PR now. Otherwise, you wouldn't have been able to get a new SIN with just eCOPR either; so the same principle applies.

If you are already in Canada, then the expiry of COPR does not matter. You already have the PR status now and it's final. As for the PR Card, I have been waiting since July 16 as well.

This is very informative, thank you. I guess I'll keep waiting maybe a couple of more weeks before finally giving up and sending a solemn declaration.
