So what can we guess is that someone without a Canada job offer may have chances for PNP with a CRS score of 250 or around?

Hi All, I am sorry but am just trying to understand what does it means in last PNP draw which states the lowest ranking CRS was 751? How come is it possible that someone with as low as 151 CRS points is invited? Just wondering if someone can explain please?
