Applied May 13, biometrics June 7 My background check has been updated for a long time but my review of eligibility still says that is in progress, is it normal if they start reviewing background check first then eligibility?

Does anyone knows if you can start classes online if you still don't have an answer of your study permit? Applied back in May 13 and did biometrics June 7 and I still don't have an answer from them but my classes start on September 13
