Do I need to wait for my PR card first?

Hi Everyone, Hope everyone is doing good. I have few doubts if anyone can help me. In this PR process my passport has been expired and now I want to travel. So, should I wait to get my PR or can I apply for my Travel Document. Do we need to give any specific valid reason to apply it or no? Thanks
