There is no signature on the bio page (the one which has the photo) however you have to sign it yourself on page 3, if you read page 1 you would notice the following: To be valid, this passport must be signed on page 3 by the bearer, unless the bearer is a child under the age of 16.

I applied in person at a Service Canada office in Mississauga and my CC was charged on the spot, I believe they have to charge your CC at the time of applying, not sure why they didn't do that!
