We ae in the same boat. We submitted portal credentials on August 17.. up till now no ecopr. I have sent so many email and webfirms. No result up till now.

If you have entry visa you can return to Canada quickly and reply the portal email. If you dont have an entry visa, reply IRCC and tell them that you are stranded in India. Tell them to issue you immigrant visa since you need a visa to enter Canada.
