You can do it by webform and attach the proof that you applied. Keep in mind it takes two weeks to get a response for webform. I got a response for webform but didn't get an extension. Then I had to apply for an extension by a document upload portal in the IRCC site. Also, they are waiving off...

You need to upload the RCMP document you get by post. Not the document that shows you applied. You can attach that when you are asking for the extension.
