AOR is a document that confirms IRCC got your application and they will start reviewing it.. It's not a number.. And yes Application number is that which starts with "E".

Yes...it's not necessary that you need AOR to link your application. Whenever they see your application and once they enter application in their database, you can link the application from IRCC account.. Don't confuse yourself between AOR and linking your application AOR is just a proof that...

Write LOE that u turned 18 here And give your birth certificate and your proof of entry with that... And ask them if they still need PCC Thanks.. Just my opinion..
