Do you have the data which says every two years the cost of living is doubled? Knowing GTA is not cheaper, one can prefer around GTA or some other province which is cheaper based on individuals decision.. for this saying to pack the bags and go is a either a troll or something.. not giving...

One thing the immigration target includes the dependent PR of a profile. When the FSW profile is around 25000 invited last year, the total PR will be around 55000 for those FSW profiles invited. (Based on stats 2.2 members per profile on an average)..
