Ideally, if you have got PPR it implies that you have got visa...embassy doesn't ask for it if the visa is denied. So probably you will receive the required document soon. Moreover, i think deferred admissions are given priority in the subsequent intakes. Call karan @langara india and discuss it...

what is the deadline for deferring intake? maybe you could wait for a while, the offices are re-opening now gradually

langara id doesn't mean guaranteed admission! it's just login credentials for the student portal where you can check the status of your application.. like if it is under review/missing documents,etc..

i applied on 29th april and recieved id on 29th may
